  • Responsibilities

    CSS has an immediate need for a full-time Environmental Scientist to support NOAA’s Office of Coastal Management (OCM) and the Great Lakes Restoration Initiative (GLRI).  NOAA OCM is looking for a GLRI Coordinator and coastal management liaison to support the implementation of NOAA programs in the Great Lakes region. The position will be located in Chanhassen, Minnesota.


    Responsibilities and duties will include:


    Serve as the OCM GLRI Contract Coordinator

    • Assist Federal Staff with National Environmental Policy Act (NEPA) and other requested environmental compliance support for GLRI and OCM-funded projects throughout the Great Lakes region.
    • Work closely with the Great Lakes Regional Lead, OCM's Planning and Performance Management Program Manager, and OCM Environmental Compliance Coordinator to prioritize support for compliance needs in the Great Lakes, ensure consistency in guidance and approach, and to balance workload.
    • Support continued regional environmental compliance program development as identified by regional needs throughout the Great Lakes. Potential program development and support areas include: Coastal Zone Management, Great Lakes Restoration Initiative (GLRI), and place-based conservation programs (National Estuarine Research Reserves (NERRS).
    • Respond to coastal program assistance requests and coordinate/share information with other staff outside of the region as it relates to ongoing OCM GLRI projects.
    • Attend and participate in relevant regional meetings across the Great Lakes. This includes participating in regional coastal workgroups (i.e., Lake Superior Lakewide Action and Management Plan Working Group, Coordinated Science and Monitoring events, Resilience and Coastal Hazard themed meetings); assisting with coordination of state and federal coastal management efforts; developing coastal program guidance for states and regional partners; and providing training and technical assistance.
    • Coordinate with OCM Federal Project Lead and partners in the region (i.e., NOAA Great Lakes Environmental Research Lab, USACE, National Park Service, U.S. Geological Survey, Bureau of Indian Affairs, Environmental Protection Agency, State Natural Resource Management Programs, and Tribal Governments) with a focus on helping coastal states and communities make informed decisions for the use of their lands and waters.
    • Identify relationship-building opportunities in coordination with the NOAA GLRI Federal Working Group and other regional programs.

    Support the Implementation of Coastal Zone Management Act Programs

    • Coordinate with Coastal Zone Management and National Estuarine Research Reserves and NOAA’s Federal Program Officer to offer suggestions, process, amend, and monitor cooperative agreements and grants; and provide technical reviews for other proposals in coordination with the federal project lead.
    • Conduct necessary environmental compliance for cooperative agreement tasks, including relevant post-award actions, and coordinate with OCM environmental compliance coordinator for guidance and approval.
    • Support implementation activities, including: review and analysis of yearly grant/financial assistance awards; review and approval of performance measure submissions; program evaluations required under the CZMA; and the development, review and recommend approval of management plans and strategies to the federal project lead.
    • Provide subject matter expertise and regional coordination support on coastal management issues, including habitat and water quality issues.
    • Identify CZMA Program highlights and other opportunities to communicate partner success stories.
    • Identify and facilitate programmatic synergies across the National Estuarine Research Reserves and Coastal Zone Management programs and other partners in the Great Lakes to enhance execution and results, and/or identify joint projects.
    • Support and coordinate on habitat, water quality, green infrastructure and other coastal resource management issues along the Great Lakes coast.
    • Participate and contribute to both OCM Program and Regional Teams.



    • Bachelor’s (required) or Master’s degree (preferred) in environmental science, marine science, resource management, coastal management, or related field plus 4-6 years of related experience; equivalent work experience can be substituted for the educational requirement in certain circumstances.
    • Specific experience with Great Lakes coastal environments as well as issues confronting coastal and estuarine resources management.
    • Strong written and verbal communication skills.
    • Self-starter with ability to work in a team environment.
    • Demonstrated ability to build relationships with management, colleagues, and external partners.
    • Solid writing skills and ability to synthesize information
    • Documented experience supporting technical and public outreach meetings preferred.
    • The successful candidate will be organized, detail-oriented, manage time to achieve project objectives to meet deadlines, and work both independently and collaboratively as part of a team.
    • Processing of a National Agency Check and fingerprinting will be required.
    • Must be available to start on or about February 1, 2020.


    • Knowledge of, and experience with, the Coastal Zone Management Act.
    • Knowledge of, and experience with, Tribal governments throughout the Great Lakes
    • Experience with managing aspects of grants.
    • Experience working with a variety of partners such as state/territorial and federal agencies, environmental justice or tribal communities, academia, and nongovernmental organizations.
    • Experience developing and tracking project milestones and strategic planning.
