Senior Program Analyst
Education: Master’s Degree
Experience: 6 or more years of experience in the field or in a related area.
Support the Managers and Administrators on policy analysis, strategic planning, budget formulation and effective staff workload balancing, and ensure the objectives of the front office and the NOAA Research enterprise are conducted in a timely manner.
Lead assessments, research and prepare analyses and briefing papers, reports, or other information to keep the Chief of Staff, and/or Managers aware of matters important to the office.
Coordinate strategic planning to recommend projects or engagements for the Assistant Administrator to achieve NOAA Research mission objectives, including identifying agency science needs and collaborating cross-line to develop research programs that fit those needs.
Lead planning and program coordination for domestic and international engagements in support of the Chief of Staff, and where appropriate, participates in and synthesizes outcomes of meetings with the Administrators involving other Federal Agencies, nongovernmental organizations, members of Congress, and multiple scales of the NOAA workforce.
Supports the Administrators in their role at interagency councils, provides context and strategic guidance for interagency coordination, and coordinates with the interagency executive secretariat teams for briefing materials, scheduling, and follow-up actions. Additionally, provides background and context for the Administrators on upcoming interagency council taskings and consolidates input for the Administrators.
Coordinate with Ocean, Weather, and Climate portfolios on meeting outcomes, strategic engagement planning, and portfolio assistance where needed or on behalf of the Chief of Staff.
Research, gathers, and synthesize scientific, policy, and planning information to compile and appropriately condense talking points, briefing materials, presentations, or reports.
Works closely with the Chief of Staff and Special Assistants to provide policy analysis and advice on pressing OAR leadership and OAR-wide issues.
Provides support, as needed, to Administrators daily briefing meetings and report outs on developing and urgent matters and updates.
As needed, review the Administrators email to flag high priority emails and summarize the associated action items in the “For your Attention Document”.
