Responsibilities

The National Oceanic and Atmospheric Administration (NOAA) National Ocean Service (NOS) National Centers for Coastal Ocean Science NCCOS (NCCOS; http://coastalscience.noaa.gov/) seeks highly qualified candidates for an Administrative Support Specialist position to support the NCCOS Marine Spatial Ecology division (MSE), which is a nationally recognized scientific research program that conducts research on marine spatial ecology, coastal change, and social science. The candidate will be employed via a contract to work in either Silver Spring, MD or Beaufort, NC.

We seek candidates with demonstrated abilities to work at the intersection between technical science and program support, particularly with respect to project/task management, from inception through close-out. Successful candidates will work with the supervisory cadre in MSE to foster our scientific enterprise.

 

Core Responsibilities

  • Work with NCCOS Scientists to translate research findings and documents into products and services for users and government reports. Coordinates across MSE division on the process for the peer review process for manuscripts and compliance with 515 approval and publication requirements. Serves as a central point of contact relative to providing information to scientists on the requirements.
  • Assist with coordinating Interagency Agreements [IA], Memorandums of Agreements (MOA), Cooperative Research and Development Agreements (CRADA), etc. in support of partnerships or financial agreements with National Center for Coastal Ocean Science (NCCOS). Produce appropriate package information (IA, MOA, CRADA, etc.) for review and approval. Coordinate with NOAA Attorneys as required to develop agreement language and compliance with law. Track and coordinate with NCCOS personnel relative to package completion and status.
  • Create/edit/coordinate content for MSE division responses to information requests from NCCOS HQ, NOS, and NOAA.
  • Produce scientific content for reports, MSE portions of the NCCOS web page, etc. May also include technical editing of content produced by others, and design/layout of content.
  • Work with Budget Officer(s) and Contracting Officer’s Representative(s) (CORs) on tracking MSE division contract expenditures.
  • Organize and facilitate MSE division meetings, including scheduling, agenda, notes, and follow-up action items.
  • Potential areas of support include coordinating and tracking interagency agreements, coordinating aspects of the scientific publication process, project tracking, meeting management, budget and procurement support, technical editing, and/or developing project-related briefing materials.

Qualifications

Required

  • Bachelors degree + 3 years experience
  • Strong project management skills
  • Attention to detail-- ability to understand and follow a process from inception to conclusion.
  • Multi-tasking – ability to stop and start tasks, depending on priority assigned
  • Team player – recognition and understanding of assigned role within a process including others

Preferred

  • Bachelors degree or Masters + 5 years experience
  • Familiarity with government information management systems
