CSS is seeking a candidate to support the Program Coordination and Communication Branch within the National Centers for Coastal Ocean Science in advancing NOAA’s wind energy goals by developing program level communication products. The Branch is responsible for providing programmatic and communication support for NCCOS activities, as well as assisting NCCOS leadership with the formulation of NCCOS research and budget priorities and Congressional and stakeholder engagement. The successful candidate will be responsible for developing and executing a communications strategy and action plan to highlight high-impact projects and scientific outcomes to audiences within NOAA, the public, and decision makers. The successful candidate will provide some engagement of internal and external partners to support and enhance communications efforts and raise awareness of the program. For internal NOAA coordination, the successful candidate will work with partners and NOAA communications staff across NOAA programs to submit updates on program news to and through NCCOS to the broader NOAA communications community, provide content updates to, including the development of maps, graphics, and other visuals. The candidate will also be responsible for production of short videos and support the development of GIS web applications that are well-suited for public consumption.

Core responsibilities include, but are not limited to:

  • Develop of an NCCOS wind energy communications strategy. Engage with other NCCOS communications staff to jointly plan, track and execute to integrate NCCOS wind energy communications with broader NCCOS science and research efforts.
  • Coordinate within and outside of NCCOS to develop stories for promoting to Congress, constituents and users. As such lead the development of roll out plans, one pagers, press releases and other communication materials. Coordinate on joint agency (NOAA and BOEM) communication plans and products on wind energy.
  • With NCCOS leadership and subject matter experts, engage partners and stakeholders, both internal and external, to support and enhance communications efforts and raise awareness of NCCOS wind energy activities. Responsible for generating outreach and marketing materials, such as infographics, factsheets, flyers, presentations, and graphics, targeted to different audiences such as Congress and stakeholders.
  • With other branch members plan and organize NCCOS communications activities, messaging, and branding activities. Contribute to NCCOS communication tool kit through the development of graphics, maps, and other visuals. Assist with the identification and telling of NCCOS stories in a compelling manner.
  • Support software graphical design for the new automated GIS application CoastalReports and support the NCCOS GIS team on graphics.
  • Responsible for developing and maintaining the NCCOS wind energy web landing page. Develop social media content, NCCOS news items and other newsletter content. Responsible for developing outreach video ideas as well as scoping out potential costs.
  • Responsible for staying abreast of current communication tools and approaches and advising the PCC branch chief on most effective approaches to reach identified audiences.
  • Foster internal NCCOS communications spanning across NCCOS divisions and geographic locations to effectively promote research achievements.


  • Masters Degree in public relations, communications, or related field and at least one year working experience or Bachelor’s degree with a minimum of three years’ of work experience in the communications field. Experience in storytelling is a plus.
  • Demonstrated knowledge of NOAA programs and operations, coastal science, or coastal management topic area expertise preferred.
  • Excellent writing, editing, communication and collaboration skills.
  • Demonstrated ability to work on several projects simultaneously, to shift priorities as needed, and work productively in a fast-paced, team environment.
  • Demonstrated attention to detail and excellent organizational skills.
  • Self-starter with timely responsiveness and a service attitude.
  • Experience with the suite of Google collaborative tools, MS Word, PowerPoint, video creation software, and Adobe InDesign are a plus.
  • Excellent sense of humor and interpersonal skills.




CSS is predominantly a Federal Contractor and is subject to following the terms of Executive Orders.
